The Planning (Scotland) Act 2019
The Planning (Scotland) Act 2019 sets out broad based reform of Scotland's planning system which is currently being implemented by the Scottish Government. The Act requires Development Plans to manage the development and use of land in the long-term public interest.
The Statutory Development Plan for Scotland consists of the National Planning Framework (NPF), which covers the entire country, and the Local Development Plan (LDP), which covers the planning authority area. In Glasgow, the planning authority boundary is the administrative boundary for the city.
National Planning Framework (NPF4)
National Planning Framework 4 (opens new window) (NPF4) is Scotland's National Spatial Strategy, it sets out spatial principles, regional priorities, national developments, and national planning policy.
Local Development Plan
Local Development Plans will be required to consider how their places should change 20 years into the future. They will be place-based and include a spatial strategy with a collection of maps, site briefs and masterplans.
Regional Spatial Strategies
Regional Spatial Strategies (RSS) are long-term spatial strategies will address strategic development priorities that will often cross planning authority boundaries. They will inform the Statutory Development Plan but will not have statutory status.
Local Place Plans
Local Place Plans (LPP) are community led plans that will consider land use priorities in neighbourhoods or wider localities within a planning authority boundary. They will inform the Statutory Development Plan but will not have statutory status.
