Council-Led Team Continues to Support Clyde Metro (March 2023)

The team, which played a key role in Clyde Metro's inclusion in the Strategic Transport Projects Review (STPR2), has focused on its transformative potential, and is now expected to transition to work as part of the wider project delivery team across partner organisations which include Transport Scotland and SPT.

The mass transit plan represents a multi-billion investment over a 30-year period and could better connect more than 1.5 million people to employment, education, and health services in and around Glasgow.

It would tackle social exclusion by improving access to education and employment opportunities, whilst encouraging fewer car journeys, reducing greenhouse gas emissions, and freeing up rail capacity for longer-distance journeys.

The imminent publication of the STPR2 Investment Plan will set out the level of funding, delivery structures and timelines for the next phase of Clyde Metro.  Work, led by an interim governance group comprising of Transport Scotland, the council and SPT is underway meantime to assess the work packages required for future business case development.

As a network of route options that improve connectivity would need to be developed that link to key sites including major transport hubs, the scope of the Glasgow City Region City Deal Airport Access Project would be incorporated within the development of a Clyde Metro network and delivery phasing options.

In other developments, the Clyde Metro team has been working with Glasgow's Green Economy Unit to explore opportunities that could help identify financial structures for large scale mass transit projects.

The team has also continued to tie in with the progression of SPT's Regional Transport Strategy and the Glasgow Transport Strategy, as well as other key statutory documents and policy work across regional partners to promote the benefits and opportunities Clyde Metro can bring.

A report updating elected members on the development of Clyde Metro was brought before the Economy, Housing, Transport and Regeneration Committee on 7 March 2023.
