A landlord who permits their property to be occupied by three or more persons who are not related to one another must obtain a HMO license.
It is a criminal offence to operate a HMO without a license and the maximum penalty upon conviction for doing so is a fine of £50,000. See Part 5 of the Housing (Scotland) Act 2006.
