If you are planning to carry out work on a listed building, you need to apply for a listed building consent. However, an application for a planning application may also be required. No fee is due for listed building consent, but a fee is due for a planning application for a listed building.

Windows Replacement

If you live in a listed building, you need planning permission and listed building consent to replace your windows. In the first instance, the Council recommends refurbishment over replacement of original windows, except where it can be demonstrated that the windows are beyond practical repair.

If you have installed these windows, and they do not comply with City Plan Policies then this may lead to formal enforcement action, prosecution via court proceedings, or a fixed penalty fine. Please see for information here for the acceptable and unacceptable windows in these areas.

If the windows can be repaired, they can usually be brought up to a modern standard of air tightness with modern draught proofing. All new windows in listed buildings must match the historic design, method of opening, and materials; UPVC or aluminium frames are not acceptable.

Application Checklist

In addition to completing and submitting the application form, you will need to:

Provide a location plan with the site clearly edged out with a red line including all land need to carry out proposed development using a scale of 1:1250 and should show the position of the site in relation to at least two named roads and surrounding buildings.

  • A blue line must be drawn around any other land you own, close to or joined onto the application site,

Provide enough details to identify the building the proposal relates to, including plans, drawings and supporting information that are necessary to describe the proposed work.

  • You must attach appropriate scale bar to all drawings.
  • Floor plans and cross sections drawing should be submitted for internal works.
  • Photographs cannot be used in place of scale drawings.
  • Please designate various colours for new, demolition, and alteration work so that the planning authority knows exactly what you propose.

Provide a design statement, or other supporting information should be provided for effective and efficient consideration by planning authority.

Fill in certificate A, certificate B or certificate C of the land ownership certificate and include it as part of your application for listed building consent or conservation area consent.

  • If you do not own all the land or property your application relates to, you must tell all the owners and any agricultural tenant of the land.
  • The planning authority will not accept your application until you have filled in either certificate A, B or C.
  • The best way of sending out notices is by recorded delivery or first-class post or deliver them by hand to get receipt as proof.

Provide a specification of existing and proposed materials and finishes, both inside and outside the property.

  • This should include a full specification and work methods for detailed work, such as stonework, lime pointing and rendering, and work to the roof.
  • Please describe the type, colour, and name of all materials you want to use for proposed work.

Apply for planning permission in addition to the listed building consent if any external alterations (extensions or additions) are being proposed.

  • For repair - Planning permission and listed building consent are not normally required for repairs which match the original materials and methods and do not affect the character of the building. However, inappropriate repairs can result in enforcement action or prosecution.
  • Development within the curtilage of a listed building which is not physically attached to listed structures does not require listed building consent but may require planning permission.
