Pet Shop Licence

The Pet Animals Act 1951 regulates the sale of pet animals from licensed pet shops.

One of the legislative provisions is that a pet animal as defined, cannot be sold to a person under the age of twelve.

Who should apply?

Any person or organisation selling animals as pets (or with the expectation of their being later resold as pets) in the course of a business including keeping animals in the course of a business with a view to their being so sold or resold.

The business of selling animals as pets does not apply to persons operating an animal welfare establishment (an animal sanctuary or rehoming centre), engaging in other animal rehoming activities or licensed as a dog, cat or rabbit breeder (the breeding licence they hold allows for the direct supply of animals as pets).

How do I apply?

Please complete the Application Form and return with the appropriate fee to the Licensing Section

Once this has been done, the licensing section will advise you of the bank account details to which the application fee must be paid. The licence may be granted for a period of up to three years.  

Please note your application will not be considered until the application fee has been paid.

How to make payment?

Payment should be made by BACS Transfer (electronic banking) to the Licensing Board Account. 

When making payments please quote your licence reference number if you are a current licence holder or quote PET/Address of Premises if you are a new licence holder as detailed below

Please note that your application will not be formally lodged until payment has been received.  The fees are non-refundable.

The Scottish Government produced the following Guidance.  The guidance should be read before applying for a licence.

Conditions Attached to Licence

Under the 2021 Regulations there are general conditions attached to the licence. These are within schedule 2 of the 2021 Regulations. There are also specific conditions attached to the licence that are within schedule of the 2021 Regulations. 

Both can be viewed below.

The licensing section can also add additional conditions where necessary.

How much will it cost?

The fee is £217. Any veterinary inspection fees are in addition to the above fee.
