Job Evaluation - update 1 March 2022
Over 500 staff have now participated or are scheduled to participate in Job Evaluation Interviews as part of the process to evaluate jobs in the council. These benchmark Job Interviews will support the development of a rank order of jobs, laying the foundation for a new pay and grading scheme, which will be a separate project.
The next step for the Job Evaluation is the issuing of Job Overview Documents to staff who have participated in Job Evaluation interviews and to their line managers. The Job Evaluation Operational Steering Group, comprising of management and trade union representatives working in partnership, have agreed the processes and guidance for the issuing of Job Overview Documents.
The Job Overview Document
The computerised job evaluation system, Gauge+, produces a Job Overview Document as a summary of the information input during the Job Evaluation Interview. This is the key document in the evaluation process, and its purpose is to capture the outcome of the evaluation process based on agreed job content.
You can see a sample Job Overview Document here. (PDF) [44KB] (opens new window)
The initial Job Overview Document for each individual Job Holder will contain analytical information about the nature, degree, frequency and duration of job demands. The Job Overview Document is specifically designed to support the job evaluation process and is therefore quite different in style and content from job descriptions, person specifications and role profiles which the council currently use.
Line Managers with team members who have participated in a Job Evaluation interview will be invited to attend a briefing to help them better understand the Job Overview Document before they meet with their staff to discuss and reach a consensus on the content of Job Overview Document.
At this stage in the process the Job Overview Document is specific to each individual Job Evaluation interview. Later in the process, individual Job Overview Documents will be used in the development of the Generic Job Overview Documents which will apply to all jobs.
Job Overview Documents will begin to be issued this week and will be phased over the coming months. Line Managers will receive a briefing (PDF) [1MB] (opens new window) and guidance (PDF) [292KB] (opens new window) on what to do with the Job Overview Document.
Remember, not everyone in the council must be interviewed to evaluate jobs but everyone will receive a job overview document to place their role in the rank order for the purpose of establishing pay and grading in the new scheme.
An overview of the progress of job evaluation to date has been prepared for the General Purposes Committee, you can read the report here.
