Glasgow Low Emission Zone (LEZ) Community Support Fund

Glasgow City Council is pleased to announce that applications are invited for Glasgow's LEZ Community Support Fund.

The use of LEZ funds for project support provides an opportunity to maximise the environmental, health, social and community benefits of the LEZ and allow for funding to be provided to groups and organisations which can deliver complementary projects across the city. 

Background

The Glasgow LEZ was introduced to reduce levels of harmful vehicle emissions in our city centre. These can cause health problems, particularly for those most vulnerable.  The Glasgow LEZ came into effect on 31st May 2022, beginning a one-year grace period before general enforcement began on 1st June 2023.

The LEZ is enforced through Penalty Charge Notices for entry by vehicles which do not meet the required emission standards. Full details can be found on the LEZ website.

Funding

In February 2024, Glasgow City Council directed that £250k of 2023/24 LEZ revenues be allocated to broader community led climate action activity that aligns with the main objectives of the LEZ.

Through this fund, project support will be available between the value of £20,000 and £50,000 per project. The minimum funding allocation has been set to ensure that the application, monitoring and compliance requirements are proportionate for the successful applicants and to provide projects with sufficient beneficial impact.

The maximum funding allocation has been set to ensure that an appropriate range and scope of projects may be considered for funding within the total fund value.

What Can Grant Funding be Used for?

LEZ Community Support funding is available across three broad themes, applications which provide benefits across multiple themes will be prioritised with projects delivering against the first two themes scoring highest.

Applications are invited for projects which:

  • Contribute towards improvements in air quality and reductions in prescribed pollutant levels.
  • Contribute towards climate change emissions reduction or adaptation.
  • Improve the amenity of Glasgow or defined areas within the city, with an emphasis on the stated Strategic Themes - A Vibrant City, A Healthier City and a Sustainable and Low Carbon City

 

Who can Apply?

Applications are invited from private and voluntary sector organisations, housing associations, community interest companies (CIC), universities, FE colleges, Scottish charitable incorporated organisations (SCIO), constituted charities or other suitable community benefit organisations which meet the evidence requirements, as detailed in the guidance pack and application form.

Please ensure that you read all of the guidance, complete all questions and provide the additional documents required by the closing date of Friday, 31 January 2025 by 5pm.  Applications received after this date cannot be considered. 

Assessments will be made based on the information provided.

A recent Bank Statement

A bank statement dated within the past three months will be required as part of the application process. This should be from a dedicated business bank account. However, personal accounts will be accepted where the bank statement shows clear evidence of business transactions.

If your project is part of an existing project, details of any current funding sources including match funding, will be required.

Conditions of Support

Funding awarded will be subject to Terms and Conditions set out in an individual grant award letter. Successful applicants will be required to provide project updates, financial monitoring information and final reports as detailed in the Terms and Conditions.
