Annual Reports
What is it?
Section 95 of the Community Empowerment (Scotland) Act 2015 requires each relevant authority to publish an asset transfer report for each year.
The report sets out the number of requests that have been made and the number of requests, appeals and decisions that have resulted in different outcomes during that year.
Our Approach
Glasgow City Council's approach to community asset transfer under the Act builds on existing policy and practice and has the following key features:
- It enables community transfer bodies to proceed at a pace that suits them
- It provides different routes to asset transfer
- It has a focus on dialogue and partnership
Community Transfer Bodies (CTBs) are encouraged to discuss their interest at an early stage with the Council to establish the most appropriate route to progress their interest.
This could involve CTBs using the existing arrangements (e.g. license to occupy, short and long term lease) or arrangements under the Act for transferring an asset.
During 2018-19 the approach has evolved with an increase in dialogue with CTBs particularly around Validated Requests and potential Heads of Terms related to asset transfer.

Summary data for Glasgow for the period 1 April 2018 to 31 March 2019 is as follows:
- Number of Enquiry Forms Submitted = 38
- Number of Requests Validated = 8
- Number of Requests Agreed = 2
- Number of Requests Refused = 2
Annual Report 2017-2018
Summary data for Glasgow for the period 27 January 2017 to 31 March 2018 is as follows:
- Number of Enquiry Forms completed = 40.
- Number of Request Forms sent = 29.
- Number of Request forms returned = 10. (These are being checked for completeness in line with published timescales and may become validated requests.)
